Enchanted books in Minecraft allow you to apply specific enchantments to tools, armor and weapons. They can be found through the magic table, trading with librarians or as loot in chests.
Production
An enchanted book can be obtained in various ways:

At the magic table: A normal book is placed in the enchanting table and enchanted with lapis lazuli.

By trade: Librarians sell random enchanted books for emeralds.

In chests & as loot: Enchanted books can be found in chests of dungeons, fortresses and ruins or obtained while fishing.
Usage
Enchanted books offer a flexible way to transfer specific enchantments to items:

With the anvil: Allows the enchantment to be transferred to tools, armor or weapons.

Combining Enchantments: Two equal enchantments (e.g. Plunder II + Plunder II) result in a stronger level (Plunder III).

Rarely as a direct enchantment: Some enchantments, such as Repair or Soul Runner, are only available via enchanted books.
